This stand is nice and heavy, so it doesn't matter if you have 1 or 4 bottles on the stand, when you spin it it's not going to fall over.
The actual dispensers are made of plastic, but they have a chrome look to them, so unless you physically touch them, it's hard to tell if it's metal or not.
Overall for the money this is a really good product. I've bought 2 now for my bar and I'm really happy with them.

The dispenser is solid, accurate and heavy duty. I purchase one for me and later two for gifts. This is better than the 6 bottles dispenser. because this is solidest in frame and in the levers.
